BE AWARE OF PECULIAR PORT RESTRICTIONS

RESTRICTION OF ANCHORAGE
MAXIMUM PERIOD OF STAY AT ANCHORAGE
In some ports in Japan, maximum length of stay at port anchorage for wating berth is limited by the port authority for safety reason. In case time for waiting berth is scheduled beyond the maximum allowable period for a vessel to wait at anchorage, she must adjust arrival time at such port to meet the restriction.

TOKYO: MAXIMUM 72 HOURS
YOKOHAMA/KAWASAKI : MAXIMUM 72 HOURS
CHIBA : MAXIMUM 72 HOURS
NAGOYA : SUBJECT TO PRIOR APPROVAL IN CASE WAITING TIME BEYOND 72 HOURS
KOBE : MAXIMUM 72 HOURS
HAKATA : MAXIMUM 48 HOURS
KAGOSHIMA : MAXIMUM 48 HOURS

Waiting at anchorage after loading/discharging at the above ports are not allowed except at Chiba where a ship is allowed to wait at anchorage within the maximum 3 days subject to prior approval.

MIZUSHIMA : LESS THAN 50,000 DWT OR LESS THAN 200M/LOA OR LESS THAN 11METERS DRAFT

INCREASE OF WHARFAGE AT GRAIN BERTHS

Wharfage is the one of the most expensive items of port costs for grain discharging vessels in Japan, and since April, 2007, increase of wharfage (Berth Due – Dockage) at a few private grain berths has been in effect. List of those grain berths which increased it’s wharfage are as follows:-

Kagoshima
– Pacific Grain Terminal : Effective from April, 2007
Old rate – JPY23.50/GRT/24 hours or fraction
New rate – JPY25.00/GRT/24hours or fraction

Yatsushiro
– Gaiko Wharf No.5 : Effective from April, 2007
Old rate – JPY 4.70/GRT/24 hours or fraction
New rate – JPY23.00/GRT/24 hours or fraction
This berth is public berth but mainly operated by Pacific Grain Terminal for grain discharging vessel using their own unloaders. Wharfage has been hitherto payable to the prefectural government at the rate of JPY4.70/GRT/24 hours but from April, 2007, the berth operator, Pacific Grain Terminal charges vessel wharfage of JPY18.30/GRT/24 hours in addition to wharfage payable to the prefectural government.

Pacific Grain Terminal officially announced on 26th September, 2007 their tentative withdrawal of newly adopted wharfage at the rate of JPY18.30/GRT/24 hours payable to them.
In view of this, wharfage at Gaiko Wharf No.5 is now only payable to the prefectural government at JPY4.70/GRT/24 hours as before.

Mizushima
– Pacific Grain Terminal and Seto Futo (Seto Wharf) :
Effective from April, 2007
Old rate – JPY23.50/GRT/24 hours or fraction
New rate – JPY25.00/GRT/24 hours or fraction

Nagoya
– Chita Futo (Chita Wharf) : Effective from April, 2007
Old rate – JPY23.50/GRT/24 hours or fraction
New rate – JPY25.00/GRT/24 hours or fraction

Kinuura
– C.Itoh Marine Terminal : Effective from 1st August, 2007
Old rate – JPY22.50/GRT/24 hours or fraction
New rate – JPY25.00/GRT/24 hours or fraction

Yokohama
– Nisshin Oillio Dolphin : Effective from 1st November, 2007
Old rate : JPY20/GRT/24 hours or fraction
New rate : JPY25/GRT/24 hours or fraction

Chiba
– C.O. Berth : Effective from 1st December, 2007
Old rate – JPY23.50/GRT/24 Hours
New rate – JPY 25.00/GRT/24 Hours

Chiba
– Nihon Silo Berth : Effective from 1st January, 2008
Old rate – JPY23.50/GRT/24 Hours

CREW’S LANDING AT GRAIN BERTHS

It is quite natural and understandable that crew on board a vessel are eager to land from their vessel at a port of call for pleasures, shopping or any other personal interests after long voyage at the raging sea.:
It is very regrettable and disappointing for crew who arrives at grain ports in Japan that a few grain berths in Japan enforce a fairly severe restriction for crew from their shore landing by reason of security to grain terminal and/or plant attached to the terminal.
